This is a cotton swab with a wooden shaft. The tip of the wooden shaft is cut at an angle, making it convenient for sliding small water transfer decals.

The other side of the cotton swab is a normal shape, so you can conveniently apply the decal, absorb the moisture, and press it with just this one swab.
