The EF66 was mass-produced in 1968 as a locomotive capable of pulling a 1000t-class high-speed freight train with a maximum speed of 100km/h, with 55 0-series locomotives manufactured.

The early models, numbers 1 to 15, are characterized by the shape of the side inspection hatch and shoulder filter. When they first appeared, they did not have a front awning, but some cars were later modified to have one installed. From 1985, they were selected to pull the Blue Train, and played an active role. Unit 11 is preserved and exhibited at the Railway Museum.
