The deployment of the initial 5 aircraft was delayed by the Japanese Ministry of Defense in September of 2018, due to opposition and continuous deliberations with the Saga prefecture. In May of 2020, the first pair of aircraft of the five that were initially to be delivered arrived at Kisarazu Air Field following the failure of the Saga prefecture negotiations.
